If MediaInfo can read the metadata, then you can use the {image} binding:

FileBot r8219 and prior indeed do not recognize *.heic as a known image file type extension.
EDIT:
Though that might be somewhat unrelated to the file dialog shown in your screenshot. Since I don't know which button you clicked to open that particular file dialog, I also don't know why it doesn't allow you to select images.

FileBot has many Load buttons. The most commonly used Load button is Rename ➔ Original Files ➔ Load which accepts all extensions so all I know is that you're definitely not using that one.

I see. If you're in Episode Mode, then it won't let you select non-video files.
What happens if you open the Format Editor in File Mode? In any case, newer revisions better support HEIC and this particular file dialog will now allow you to select any type of file.
