I purchased the app in March 2016. However I can't get the latest version from apple store without repurchasing it. i signed out of itunes and back in however it just continues to prompt me to 9.99.

That sounds like an issue with the Mac App Store so there's nothing I can do about that. Apple customer support should be able to help you.
