For me, on Windows, even the command to change the setting wouldn't run, but I was able to run it by running this first: set JAVA_TOOL_OPTIONS="-Djava.net.preferIPv4Stack=true" Hope this helps anyone Googling this in the future :D EDIT: it seems like changing the setting still doesn't actually fix ...
