I see that it was the xattr, and this is what I cleared and reset via "Set Attribute"

Unfortunately I had cleared history so could not use the methods you suggested, but at least I now know what caused my problem.

My basic SOLUTION -- Shift double Click on file, "Set Attributes" correct wildly wrong match.
