The cause of the issue was that I recently installed Sabnbz, and then after a few days installed it as a service. When it was installed as a service it was installed under an admin prompt this caused the problem to begin. I did not figure it out until you questioned the account it was running under.

You can close this, I changed the startup account to my own admin account and that resolved the issue. Thanks for the hint at what the issue was.

This works to a point. However, it is creating a new folder and placing a copy in the new location without removing the old video (.mp4, .mkv, etc) files.
