Since you can't monitor for changes on your remote FTP server, what's the point of monitoring the local filesystem? Just call filebot after your FTP sync task. In any case, monitoring folders has many pitfalls so I wouldn't recommend it. There's many tools that allow you to do that though. On Windo...

Another qustion; Is it possible to make the script somehow monitor the TV-IN folder so it runs directly when a new episode is added and renamed? Or must i set this as a scheduled task?

Yes. I don't see any particular challenge here. Coming up with different drives in the format might be a bit tricky at first, but there's examples that will get you started for this exact use case. 1.
