I ordered a 1-year license yesterday. I then received a mail from Paddle, which stated: During the order process, our automated system noticed a few characteristics of the order that mean that we need to manually review it before we can process the order further. This process typically takes a few hours but will often happen much more quickly.
Unfortunately I still haven't received a license. Could you look into it?

Looks like this order is still stuck on the Paddle end of things. Do you have a Paddle order number already? Maybe you can send them an email to ask about the progress?
How long have you been waiting for manual review? Presumably, manual review takes a bit longer during the Xmas & New Year holidays.
