What would I have to do / to download / to install, if I want to use "AcoustID" and "ID3 Tags"?

AcoustID requires fpcalc. ID3 requires libmediainfo.
If you use the Windows installer none of this should be an issue.

The Windows installer for fpcalc and libmediainfo? I would like to use the portable versions of both of them. A portable version of Mediainfo I already have on the drvie.
Is it this one: https://www.npmjs.org/package/fpcalc? Might there be a portable version also?

fpcalc is a simple cmdline tool (thus "portable" by nature)
2.
libmediainfo is a library (thus "portable" by nature)
3.
Your link is about a node.js plugin (thus completely irrelevant)
I suggest that you just use the Windows Installer.
(though you just copy all the required files for your platform, like the link below the portable download says)
