Synology Node license is registered correctly but the execute button stays grayed out.

Grayed out submit buttons generally mean that you didn't fill out require form fields, and has nothing to do with having nor not having a valid FileBot license.

You must select a valid option in the Action combo box, which my not be restored correctly if you're coming from an older version, and fill out all the other required fields and combo boxes, if any.
